Bill Quigley
Bill Quigley is a Senior Analyst for Electromagnetic Spectrum Operations (EMSO) Programs at the National Strategic Research Institute at the University of Nebraska, the University Affiliated Research Center designated by the U.S. Department of War and sponsored by U.S. Strategic Command.
Quigley served 21 years as an intelligence officer in the U.S. Army, retiring at the rank of Lieutenant Colonel in 2006. Throughout his career he worked and led missions in tactical, operational and strategic intelligence. His final assignment was on the Joint Staff where he served as the lead requirements officer for Information Warfare in the Directorate for Force Structure, Resource, and Assessment (J-8).
After his retirement from the military, Quigley joined U.S. Strategic Command as an Air Force civilian and served as the Senior Technical Advisor for the Cyber and C2 Division, Deputy Chief of the Electromagnetic Warfare and Missile Defense Division and Chief of the Joint Electromagnetic Spectrum Operations branch in the J-8.
He received his bachelor of science degree from the U.S. Military Academy at West Point and a master of science degree in strategic intelligence from the National Intelligence University. In 2005, he earned his accreditation as a Certified Information Systems Security Professional and has an Information Assurance certification from the National Defense University.
